What these shares do not measure
A reason code is the operating carrier’s own filing. US DOT collects the reason the airline gave; it does not adjudicate it, and carriers differ in how they fill the form in. The split above describes what kind of disruption PSA Airlines records, not who was at fault when it happened, and it cannot be set against another airline’s split to decide which of the two is better run.
That is measurable rather than a disclaimer. Across the 15 carriers FlyerIntel publishes, the correlation between how much of its own cancelling a carrier attributes to itself and how often it actually cancels is -0.46 — negative, which is the wrong sign for a ranking of fault and about the right sign for a difference in filing convention. Hawaiian Airlines attributed 82.8% of its cancellations to itself and cancelled 1.00% of its flights; SkyWest Airlines attributed 2.5% and cancelled 1.33%. The figure on this page that does compare cleanly between airlines is the cancellation rate in Reliability, because it counts cancellations instead of reading the reason filed for them. Weather also sits inside the air traffic figure — code B covers only conditions severe enough to stop a flight outright, while ordinary bad weather is counted as an air traffic system cause — so weather’s full contribution is larger than the weather bar alone.
