Customs Wait Against Hall Volume, Hour by Hour
Among the 59 passport-control halls with enough history, the busier ones had longer non-US waits in 20 of 20 hours of the day.
Published October 18, 2026 · Source period July 2023 – July 2026
Summary
In 20 of 20 hours of the day, the passport-control halls that handled more non-US passengers also had longer median waits for them; the median rank correlation across hours is +0.6. The busiest third of halls waited longer than the quietest third in 20 of those hours.
Key findings
- In the 4 AM–5 AM hour the link between hall volume and the non-US wait is strongest: rank correlation +0.8 across 9 halls, with the busiest third at a median 22.0 min and the quietest third at 12.0 min.
- It is weakest in the 11 PM–12 AM hour, at +0.3 across 14 halls.
- For the non-US queue the rank correlation is positive in 20 hours and negative in 0; for the US-passport queue it is positive in 19 hours and negative in 1, with a median of +0.2.
- The hour with the smallest difference between the busiest and quietest third is 11 PM–12 AM: 21.5 min against 17.5 min.
Same hour, different halls
Customs and Border Protection reports its passport-control waits for each terminal and hour. This report holds the hour of the day fixed and compares halls: in each hour, whether the halls that process more arriving passengers have longer waits. That removes the time-of-day pattern that every hall shares and leaves the difference between big halls and small ones. The non-US passport queue and the US passport queue are kept apart, because they are separate lines with separate staffing and each is compared with its own passengers. Across 20 hours of the day with at least 9 halls, the median rank correlation for the non-US queue is +0.6.

The same measure for the queue US passport holders join. Each hall’s figures are its median wait and its average passengers per reported hour for that hour of the day, all dates pooled. Thirds are the busiest and quietest third of the halls compared in that hour, by passengers; the wait shown is the median of their median waits. Rank correlation uses average ranks for ties.
What this does not show
Staffing follows volume. CBP opens booths in response to arriving passengers, so a big hall with a short wait may simply be well staffed for its load, and a link between volume and wait is not evidence that volume causes the wait. The unit is a CBP terminal, which is a hall inside an airport and not the airport itself, so an airport with two terminals contributes two halls. Halls differ in who arrives: preclearance flights, the mix of countries, and the share of Global Entry members all move the wait without changing the passenger count. The hour is the hour passengers were processed, not the hour the aircraft landed. A hall-hour is included when at least 300 dates of data stand behind it, and an hour of the day is compared only when at least 9 halls qualify; 610 hall-hours are compared for the non-US queue and 610 for the US queue.
Methodology
Calculated by FlyerIntel from the hourly passport control records that US Customs and Border Protection publishes for each arrival terminal, August 2024 through October 2026. Each hall’s median wait is the median of its hourly average waits for that hour of the day, in the US passport queue and the queue for everyone else separately, and volume is its average passengers in the hours CBP reported with passengers. Hours with no passengers or no average wait are left out. The rank correlation is across halls within one hour of the day, with average ranks for ties; it describes association and says nothing about cause. This is the arrival passport control queue for international passengers, not the TSA departure checkpoint. Definitions are published at /methodology/.
Limitations
CBP publishes about two days in arrears and the records describe what has been typical, not the queue today. The hour is the hour passengers were processed, not the hour the aircraft landed. Only the halls CBP reports are included. Past waits describe what has happened and are not a prediction about any individual arrival.
